Gilberto Salinas is Chief Strategy Consultant for GilSalinas Ecodevo Concepts LLC, a firm which specializes in economic development and providing site selection support to expanding companies, specifically foreign direct investment.

As an economic developer in the Brownsville-Matamoros Borderplex, Salinas has had the distinctive opportunity to work a project of significant impact with Space Exploration Technologies, or SpaceX, and its founder Elon Musk, who in 2014 announced the construction of the world’s first commercial rocket launch site and command center at Boca Chica Beach in South Texas. He recently was chosen to present his story about the SpaceX project in a Ted Talk-style series at the IEDC 2017 Going Global Conference in Toronto.

In 2016, Salinas was appointed to a 4-year term by Gov. Gregg Abbott to the Texas Aerospace & Aviation Advisory Committee, where works on strategies for the recruitment of companies and capital investment in the aerospace and aviation sector in Texas. Salinas is the recipient of DCI’s 40-Under-40 Rising Stars in Economic Development. He was named the 2015 Distinguished Alumnus of Leadership Brownsville and was also honored with the Masons Community Builder of the Year.

Salinas was contracted last year by the City of Brownsville to create a new economic development organization from scratch, build its foundation, develop key relationships with site selectors and deliver a strategic economic development plan. The efforts lead to the operations of the economic development firm Greater Brownsville Incentives Corporation.

Before the GBIC, he was the Executive Vice President of the Brownsville Economic Development Council for 10 years, where he was dedicated to corporate recruitment, local business expansion and retention and the overall economic growth of the Greater Brownsville-Matamoros Borderplex, a region of about 1.1 million people with nearly 800 industrial companies. During his tenure at the BEDC, he managed a portfolio of projects valued at $13 billion in capital investment. He regularly met with top-level executives of Fortune 500 companies pertaining to opportunities in South Texas.

He managed and led a team of 10 economic developers in his executive role at the BEDC.

Salinas developed marketing campaigns to promote the area at the global level and in turn to recruit and expand industry in the region. He also worked in coordinating the best possible incentives packages and suitable industrial sites for prospective companies, and ensured the community and its public projects were represented at the Texas Capitol in his role as legislative affairs liaison.

Salinas has been nationally featured in the Univision morning show ‘Despierta America,’ where he discussed the burgeoning industry of the Texas-Mexico region, and has appeared numerous times on air with Senior Correspondent Maria Antonieta Collins. He also has been quoted extensively in such publications as The Wall Street Journal, The Associated Press, The New York Times and Forbes Magazine in regards to industry and economic trends. In 2013, he was featured in Space.com, a leading broadcast news outlet for the aerospace industry.

He was among a group of experts interviewed for the cover story in Inbound Logistics magazine, where he topped a list of experts in North America discussing infrastructure and manufacturing in Latin America.

Salinas has spoken at numerous conferences pertaining to his expertise in economic development, community building and economic trends in North America and Latin America.

Prior to joining the BEDC team, Salinas was the City Editor at The Brownsville Herald. During his 10-year tenure in editing and reporting, he was assigned to cover legislation, business, and finance about the U.S.-Mexico border, which earned him five awards by coveted The Associated Press Managing Editors panel. In his capacity, Salinas has interviewed or covered visits of U.S. Presidents Carter, Bush and Clinton and Mexican Presidents Zedillo, Fox and Calderon.

Salinas is currently a board member of the International Economic Development Council and a founding board member of the Mexican and Americans Thinking Together (MATT) nonprofit organization. Salinas earned a Bachelor of Journalism from the University of Texas at Austin and a Master of Arts in Communication from the University of Texas–Pan American.

In his off time, Salinas has been casted to play minor ‘bad guy’ roles in Texas-based films, of which the most recent he was a pistolero in the film “A Night in Old Mexico,” starring Academy Award Winner Robert Duvall and a henchman in the USA Network show Queen of the South.
